The inspector gave you 30 days. The consultant is asking for 42.
In Quebec, as soon as a commercial, institutional or residential building is covered by Chapter VIII of the Safety Code, it must have an up-to-date fire safety plan, available to the authority having jurisdiction during an inspection.
Not a draft. Not a document dated 2018. A complete, signed, up-to-date fire safety plan, compliant with the NFC 2020.
And if you do not have one? The municipal inspector issues you a notice of non-compliance. You have 30, sometimes 60 days to produce the document. Otherwise: fines, refusal of the occupancy permit, temporary closure.
The problem is that traditional consultants charge $3,000 to $50,000 for a paper deliverable, with a lead time of several months. And every annual update, every equipment addition, every change of occupancy means a new quote.
3 realities no one tells you before you sign with a consultant.
The real lead time of a traditional fire safety plan
The main Quebec consultants charge between $95 and $145 an hour and deliver their paper fire safety plan several months after taking on the mandate. If the inspector gave you 30 days, the deadline is already impossible to meet.
The hidden cost of annual updates
The Quebec Safety Code requires an annual review of the fire safety plan. With a traditional consultant, each update is billed separately: $1,200 to $2,500 per year depending on the building. Over 5 years, you have paid between $6,000 and $15,000 in reviews, on top of the initial fire safety plan. Not to mention the fees for evacuation drills and training billed again every year (often $500 to $1,500 more per year).
The risk of a poorly kept paper fire safety plan
In Quebec, fines for non-compliance range from $1,000 to $100,000 per offence. They can be multiplied for each day you remain non-compliant. In L'Isle-Verte in 2014, 32 elderly residents died in a fire at a private seniors' residence. The coroner pointed to inadequate fire safety plan procedures among the structural causes. No one wants to end up in that file.
A complete fire safety plan, ready to submit to the inspector.
You answer a structured questionnaire about your building: type of occupancy, protection equipment, safety organization, evacuation procedures, staff training. Previo puts it all together into a fire safety plan that complies with the Quebec Safety Code (Chapter VIII, Building) and the NFC 2020.
The information can be downloaded as a PDF and presented to the authority having jurisdiction during an inspection. No months of waiting, no paper forgotten in a filing cabinet.
Fire safety plan compliant with the NFC 2020 and the Quebec Safety Code
All mandatory sections are generated: safety organization, evacuation procedures, staff training, equipment maintenance, prevention measures. Validated against the requirements of Chapter VIII, Building.
Delivered in less than 7 days*
You provide the information about your building. Previo produces the complete fire safety plan. You approve it. The inspector can consult a dated, signed record, structured the way they expect to see it.
Annual updates included
When the RBQ or the ministry updates a standard, your Previo fire safety plan is updated. When you change a piece of equipment or add a floor, you edit your building record and the fire safety plan is regenerated. No new quote.
* Depends on your availability and your situation.
Worried about your personal liability? See due diligence and the Westray Law. The fire safety plan works together with the emergency response plan and the evacuation plan.
